Bruce Bean is a lawyer and consultant at Clifford Chance Punder’s Moscow office. He specializes in inbound direct investments, including oil and gas and hard mineral projects, production sharing arrangements, major automotive joint ventures, telecommunications, intellectual property, e-commerce and other corporate matters, including issues arising under the Russian Joint Stock Company Law and Securities Market Law. He also handles equity offerings by Russian issuers, including offerings in the U.S. and Regulation S offerings, as well as Foreign Corrupt Practices Act matters and U.S.-oriented litigation.
Mr. Bean is an active participant in the Moscow financial community. He is a member of the Board of Directors of the American Chamber of Commerce in Russia and served as Chairman from 1998 to 2000. He is also a member of the Board of Directors of the Washington-based International Tax and Investment Center and a director of United Way of Moscow, where he has also served as Chairman. He is a frequent commentator and speaker at investment conferences and seminars on direct investment and corporate matters. He served as a member of the Gore-Chernomyrdin Capital Markets Forum in 1997-1998.
Mr. Bean has been resident in Moscow since March 1995. He left his position as Managing Partner of Coudert Brothers Moscow and joined Clifford Chance Punder in 1998. Prior to working in Moscow, he practiced law for more than 20 years in New York and California gaining broad experience, notably in the financial and energy sectors. He was Executive Vice president and General Counsel of a New York Stock Exchange listed financial services company from 1985 to 1992.
He received a BA degree in International Relations from Brown University and a JD degree from Columbia University School of Law. He received the first Thomas J. Watson, Jr. Fellowship through which he made his first visit to Moscow in 1965.
Dmitry Y. Khilov Executive Director of United Financial Group
In 1998, Mr. Khilov was appointed Deputy Chairman of the Federal Commission for the Securities Market (FCSM). He was overseeing regulation of investment activity on the securities market, licensing of registrars and depositories, organizing work on the transition to international accounting standards.
In 2000, after leaving the FCSM, he came back to the United Financial Group, an investment company, where from 1995 to 1998 he was the Executive Director and General Director of the management company for the unit investment fund “The United Financial Group ‘INVEST.'”
In 1992 -1994, Mr. Khilov was appointed as an aide to the Executive Director for the Russian Federation at the International Bank for Reconstruction and Development. In 1990-1992 he was the General Director of the Securities Department and a member of the Board of Directors of the commercial bank “Tokobank”. In 1990 –1991 Mr. Khilov was appointed as an aide to the Minister of Finance of the Russian Federation.
In 1980-1990, Mr. Khilov served at the Department of Currency and Finance of the State Committee of the Soviet Union for Foreign Economic Relations, as a researcher at the Scientific Research Institute for Problems of Information, as an aide to the Finance Minister of the Russian Federation.
Mr. Khilov graduated from the Moscow Financial Institute.

Dr. Alexander Radygin is a leading Russian expert on corporate governance. His scientific interests include institutional changes in transitional economies; ownership reform and privatization; corporate governance and control; securities markets; corporatization and restructuring; industrial and investment policy
From 2000, Dr. Radygin is a member of the Committee on Corporate Governance of Chamber of Commerce and Industry of the Russian Federation.
From 1996, he is a consultant to the OECD on issues of privatization, securities markets development, corporate governance, in 1999-2000 he was a member of the Steering Committee, OECD Ad Hoc group of experts for Improvement of the Investment Climate in Russia
In 1990-1999, Dr. Radygin was a member of the working groups of the RSFSR’ Supreme Soviet and of the USSR’ Council of Ministers on privatization law, member of advisory group to the Chairman of the RF Government, economic adviser to the RF State Committee (Ministry) for the Management of State Property, member of the working group of experts for the Chairman of the Russian Federation Government on the elaboration of Medium-Term Economic Programme and analytical assistance to economic policy, adviser to the Chairman of the Federal Commission for Securities Market.
In 1991-2001, he has participated in different international research projects on Russian reforms and corporate governance in Russia, gave more than 60 presentations at international conferences and workshops in 15 countries. Mr. Radygin has published 15 monographs, manuals, reports and over 200 articles.
