Alexander D. Radygin Doctor of Economics, Professor, Member of the Board of Directors and of the Scientific Council of the E.T. Gaidar Economic Policy Institute, Director of the Institute of Applied Economic Research, Dean of the Economics Department of the Academy of National Economy of the Russian Federation Government
Mr. Radygin is a leading Russian expert in the field of the corporate governance. His academic interests encompass areas such as institutional changes in an economy in transition, ownership reforms and privatization, corporate governance and corporate control, securities market, establishment and restructuring of companies, industrial and investment policy.
Mr. Radygin has been a member of the Corporate Governance Committee of the Russian Federation Chamber of Commerce and Industry since 2000.
Mr. Radygin has served as OECD advisor on privatization, securities market development and corporate governance since 1996; in 1999-2000 he was a member of OECD's "Managing Committee", the core group of experts assigned with the task of developing the Program for the improvement of investment climate in Russia.
In 1990-1999, Mr. Radygin sat on working groups of the Supreme Council of RSFSR and the Council of Ministers of the USSR assigned with the task of drafting the law on privatization; he was also a member of the advisory and experts' group attached to the Chairman of the Russian Federation Government, an economic advisor to the State Property Committee (State Property Ministry) of the Russian Federation, member of the working group of experts attached to the Chairman of the Russian Federation Government for the development of a mid-term Economic Development Program and advisor to the Chairman of the Federal Commission for the Securities Market.
In 1991-2001, Mr. Radygin took part in various international research projects dedicated to Russian reforms and the development of the corporate governance in Russia, presented more than 60 reports at international conferences and seminars in 15 countries. Mr. Radygin has published 15 books, textbooks, analytical materials and more than 200 articles, both in Russia and abroad.
Mr. Radygin graduated from the Economics Department of Lomonosov Moscow State University.
Dmitry Yu. Khilov Trans-Siberian Gold Management, General Director
In 1998, D. Khilov was appointed to the position of the Deputy Chairman of the Federal Commission for the Securities Market of Russia (currently, the Federal Financial Markets Service of Russia). He was responsible for overseeing the regulation of investment activities in the securities market, licensing the registrar and depositary entities and managing projects facilitating the adoption of international financial reporting standards.
In 2000, following his departure from the Federal Commission for the Securities Market of Russian(FCSM), Mr. Khilov re-assumed his position of the executive director at "The United Financial Group", an investment company, where he was an Executive Director and simultaneously the General Director of the management company of unit investment funds "The United Financial Group 'INVEST'" in 1995-1998.
In 1992-1994, Mr.Khilov was an Assistant to the Russian Federation Executive Director at the International Bank for Reconstruction and Development. In 1990-1992, he was a General Director of the Securities Department and member of the Management Board at AKB "Tokobank". In 1990-1991 he was an Assistant to the Minister of Finance of the Russian Federation.
In 1980-1990 Mr. Khilov worked at the Currency and Financial Department of the USSR State Committee for Foreign Economic Relations.
Mr. Khilov graduated from Moscow Financial Institute.
Julia A. Sedova Institute of Corporate Law and Corporate Governance, Executive Director
Julia A. Sedova was appointed as the Executive Director of the Institute of Corporate Law and Corporate Governance by a resolution of the Institute's Board of Governors in September 2002.
In 2000-2002 Ms. Sedova was an assistant to the executive Director of the Institute of Corporate Law and Corporate Governance and later assumed the responsibilities of a manager of the Institute's Marketing Department.
In 1996-1999 Ms.Sedova was a State Councellor and Chief Expert of the Federal Commission for the Securities Market of Russia (currently, the Federal Financial Markets Service of Russia).
On the occasion of the 5-year anniversary of the Federal Commission for the Securities Market of Russia, Ms. Sedova received a letter of award for her contribution in the development of the securities market state regulation framework.
Ms.Sedova heard an MBA course at the Supreme School of International Business of the Academy of National Economy of the Russian Federation Government and received an MBA degree majoring in corporate financial management in 2008.
Ms. Sedova graduated from All-Russia Correspondence Institute of Finance and Economics.
