The Institute's unique position in the market is attributable to its ability, both now and in the past, to capitalize, apart from its own experts, on the experience of world-renowned experts in the fields of corporate law and corporate governance, including members of its Blue Ribbon Panel.
The Blue Ribbon Panel was formed in 2000 in the context of a project aimed at designing a methodology for calculation and practical implementation of the "Corporate Governance Quality Rating (CORE-rating)" information system which was successfully completed in 2003.
In 2000–2003, the Blue Ribbon Panel included acknowledged opinion leaders in the field of corporate governance, such as professor Florencio Lopez-de-Silanes, Andrei Illarionov (advisor to the President of Russia), Bruce Bean (one of the top managers of Clifford Chance, the world's largest legal firm and member of the Board of Directors of the American Chamber of Commerce in Russia), Boris Feodorov (major Russian economist and politician, former Vice-Premier and Minister of Finance of Russia).
The Blue Ribbon Panel the Institute's operational standards and methodology and conducted an expert assessment of its activities. In particular, the Blue Ribbon Panel approved the proprietary methodology for the assessment of the quality of corporate governance, which formed the basis of the CORE-rating (the Russian companies' corporate governance quality rating) developed by the Panel in cooperation with the Institute's experts.
